The Three Investigators Kids, 98, The Ghost Horses

Who is behind the burglaries in the villa district? The Three Investigators help Commissioner Reynolds search for the culprits. Although the area is monitored by patrol cars, the thieves mysteriously manage to disappear quickly. During a night patrol, the detectives and the commissioner observe ghostly figures fleeing on horses with stolen goods. They can't see anything in the photos because the horses are covered. But they discover a riding stable nearby. Could the horses be from there? Justus, Peter, and Bob go undercover and learn a lot about riding and horses.
